Epsom Roadworks This Week: Hook Road and East Street Works

Hook Road is still booked shut until 24 December 2026. New this week in the town centre: Surrey County Council has highways works on East Street, the A24, from 1 to 8 October, and on Wednesday 7 and Thursday 8 October it works on the Ewell By-pass and Kingston Road in Ewell Village. On the trunk roads, this week’s night closures are at Wisley and Painshill on the A3, not at junction 9.

This page tracks Epsom roadworks from the statutory traffic notices, the National Highways closure report and Surrey County Council’s own works register. It is rewritten each time rather than added to. Gone since the last edition: the M25 junction 9 night closures and the weekend A3 northbound closures at Wisley and Painshill, which ended at 05:30 this morning; the short county and utility jobs on Dorking Road, Ashley Road, Miles Road and Kingston Road; the Thames Water jobs on Hook Road in Horton ward and on Eastdean and Kendor Avenues; and the Ebbisham Road, Fendall Road and Cudas Close entries. None of them is on the register read today.

Hook Road: shut to 24 December

Surrey County Council’s works register for Epsom and Ewell, read on 5 October, still carries the SGN gas works permit on Hook Road, reference XW039W123087689. It runs from 19 July to 24 December 2026.

The two project pages still disagree with each other, and neither has changed:

• The county’s utility roadworks page says Hook Road is closed between Woodstock Crescent and East Street, with multi-way signals on East Street, and gives the end as “End of 2026”.
• SGN’s own project page says the work began on 18 July and “is expected to last approximately six months”, which points to mid January.

The register is the closest thing to a booking, and 24 December sits inside the council’s “end of 2026”. Treat Hook Road as closed until then. The multi-storey car park stays open, reached via Hook Road.

East Street and the Ewell By-pass: county works this week

The register has a new run of Surrey County Council highways jobs on the A24 and the A240:

• East Street (A24), Town ward, highways improvement works, reference MA9006187152A, 1 to 8 October
• Kingston Road (A240), Ewell Court ward, highways improvement works, Tuesday 6 October only
• Kingston Road (A240) and Ewell By-pass (A24), Ewell Village ward, highways improvement works under one reference, 7 and 8 October
• Church Road, College ward, private highways improvement works, 21 September to 20 October
• Alexandra Road (A2022), College ward, two private highways improvement permits: 11 August to 23 October, and 29 September to 9 October

East Street is the stretch already carrying SGN’s multi-way signals at the Hook Road junction, so this is a second job on the same road. The register does not say what the county is doing there, or on the by-pass, and none of these jobs has a statutory closure order. That usually means the road stays open with signals or lane closures. “Private highways works” is the register’s term for work a developer pays for under an agreement with the council; it does not say which development.

A3 at Wisley and Painshill: a closure most nights this week

National Highways’ road closure report was last updated at 15:30 on Friday 2 October and runs to Thursday 8 October. There is nothing at M25 junction 9 in it. The closures nearest Epsom are where the M25 meets the A3, all overnight:

• Monday 5 and Tuesday 6 October, 22:00 to 05:30: the A3 southbound entry and exit slips at Painshill are shut, for maintenance between Esher and Painshill. National Highways says the diversion uses its own and local authority roads.
• Monday 5 October, 22:00 to 05:30: the link from the A3 northbound at Wisley onto the M25 clockwise at junction 10 is shut, for vegetation clearance.
• Tuesday 6 October, 22:00 to 05:30: the link from the M25 anti-clockwise at junction 10 onto the A3 northbound is shut.
• Wednesday 7 October, 22:00 to 05:30: the link from the A3 southbound at Wisley onto the M25 anti-clockwise is shut.
• Thursday 8 October, 22:00 to 05:30: the A3 southbound entry slip at Wisley is shut.

Painshill is the Cobham junction on the A3. Further round the M25, the report also has the M23 northbound link onto the M25 at junction 7 shut on Tuesday 6 October, 22:00 to 05:30, for emergency carriageway repairs.

The report covers seven days from the date it was written and had not been reissued when we read it on Monday, so it cannot see past Thursday night. The junction 9 concrete repair scheme behind last week’s closures, statutory notice NH/SE/2026/M25/57 published on 14 August, allowed about 17 nights from 8 September. National Highways sometimes brings a scheme’s nights back after a gap, so check the report again before a late trip.

West Street and six other roads are now 20mph

A permanent 20mph limit has applied since 28 September on the whole length of seven roads:

• Elm Grove
• Dalmeny Way
• Dudley Grove
• Mathias Close
• Rosebank
• West Street
• Whitehorse Drive

Surrey County Council made the order on 22 September. It is called the Various Roads in Epsom (Rosebank and Whitehorse Drive Area) (20mph Speed Limit) Order 2026. The notice is dated 24 September.

The gas programme on the west side of Epsom

SGN has been working through the Stamford ward streets west of the town centre since July, and two dates moved on the register this week:

• West Hill Avenue, 22 July to 21 December
• Christ Church Mount, 11 September to 11 October
• Ridgeway, now 5 October to 13 November. Last week the same permit read 24 September to 2 November.
• Anderson Close, now 5 to 19 October. Last week it read 24 September to 9 October.

SGN also has short permits on Chuters Grove, Town ward, 5 to 8 October, and on Birchfield Grove and Grafton Road in Nonsuch and Cuddington wards, 2 to 9 October.

The Meadway closure is now a made order. Surrey made it on 30 September. It closes Meadway, 8am to 6pm, from its junction with West Hill Avenue to a point level with the boundary between numbers 7 and 9, for 13 days inside a 12 month order starting 12 October. The diversion is Meadway, Manor Green Road and West Hill Avenue.

A second closure is proposed on West Hill Avenue itself, from the roundabout with Meadway to the junction with Manor Green Road, for 22 days, 8am to 6pm, inside a 12 month order starting 19 October. The diversion is Meadway and Manor Green Road. Residents, pedestrians and dismounted cyclists keep access. It is a proposal, not a decision. Both orders are in one notice dated 1 October.

What the register shows this week

Surrey County Council’s works register, read on 5 October, holds 33 entries for Epsom and Ewell. The newest booked start is 9 October, on Snakey Alley in Ewell, so the list sees only four days ahead. These are the live and upcoming entries on roads most people in the borough would recognise. The rest are on closes and cul-de-sacs.

A caution that applies every week. Utility companies can tell Surrey about emergency works up to two hours after they start, and the council cannot refuse them. An empty forward list is not a promise of a quiet fortnight. The register also files some roads under the wrong ward, so go by the road name.

The newest batch of Surrey traffic orders, published on 2 October, has nothing in Epsom and Ewell or Mole Valley.

Trains: Effingham Junction this weekend, then Epsom on 1 November

South Western Railway’s September and October and November works pages, read on 5 October, have these dates on the Epsom line:

• Saturday 10 and Sunday 11 October, and Sunday 18 October: Waterloo to Guildford via Epsom services terminate at Effingham Junction, with buses on to Guildford
• Sunday 1 November: the lines in the Leatherhead area close all day. Waterloo to Dorking and Waterloo to Guildford via Epsom services terminate at Epsom, with buses from Epsom to Dorking and from Epsom to Effingham Junction
• Sunday 15 November: Waterloo to Guildford via Epsom services start from Epsom, Waterloo to Dorking services do not run, and buses run between Clapham Junction and Epsom via Wimbledon. That is the one to watch, because it is the London end that closes
• Sunday 29 November: Waterloo to Guildford via Leatherhead services start from Leatherhead, Waterloo to Dorking services do not run, and buses run between Wimbledon and Leatherhead via Epsom, and between Wimbledon and Dorking via Epsom

SWR rewrites these pages in place and moves them, so check again the week before. We have not been able to confirm Southern’s plans for its Epsom services via Sutton from a first-party page this week, so check National Rail before travelling that way.

Leatherhead and Ashtead: what is left in Mole Valley

Named by where they actually are, because none of these is in Epsom and Ewell. Leatherhead is about four miles south west of Epsom, Ashtead about two miles.

Guildford Road, Leatherhead, is shut at Waterway Road. Surrey’s temporary bus changes page, read on 5 October, still says it closed on Monday 28 September for drainage works, until approximately Saturday 17 October. The 465, 478 and 479 buses divert via Leret Way, The Crescent, Church Street, Gimcrack Hill and Dorking Road. The made order behind it allows seven weeks from 28 September, so the bus page’s date is the plan and the order is the ceiling. It was published on 17 September. The register also has a UK Power Networks permit on Guildford Road in Fetcham ward to 9 October.

Headley Road, Leatherhead, is booked to 20 October. The Mole Valley register carries a Surrey County Council private highways permit there from 21 September. The 40mph limits on the diversion roads, Headley Road, Mill Way, part of Reigate Road and part of Leech Lane, have been in force since 18 September under an order published on 17 September.

Also on the Mole Valley register this week: Surrey County Council works on Church Street, Leatherhead, to 9 October; private highways works on By-pass Road, Leatherhead, 6 to 8 October; a Virgin Media permit on Epsom Road, Ashtead, 5 to 6 October; and SGN on Craddocks Avenue, Ashtead, to 9 October. SGN’s job on The Street in Ashtead and the UK Power Networks closure of The Priors both reach their booked end today, 5 October.

Park Lane, Ashtead, is proposed for eight days from 19 October. Surrey County Council proposes to close Park Lane between the A24 Epsom Road and Grove Road for drainage repairs, inside an 18 month order. Residents keep access via Dene Road. The signed diversion is The Street, Grove Road, Dene Road and Park Lane, and HGVs go round by Farm Lane, Downs Road, Headley Road, Wilmerhatch Lane, Woodcote Side and the A24. It is still a proposal: no made order has appeared in the batches published since. The notice was published on 24 September.

Ashtead and Leatherhead: double yellow lines proposed on 17 roads

Surrey County Council is consulting on the Mole Valley parking review 2026. It proposes no waiting at any time on lengths of:

• Ashtead: Berry Meade, Bramley Way, Craddocks Avenue, Craddocks Close, Links Road, Ottways Lane, Park Road, Quennell Close, Skinners Lane and The Mead
• Leatherhead: Fir Tree Road, Hartfield Road, Highlands Road, Long Shaw, Poplar Avenue, Randalls Road and Reigate Road

Objections must reach the Parking Project Team (MVPR2026) at Hazel House, Merrow Lane, Guildford, GU4 7BQ, or the online form, by 15 October 2026. The notice is dated 17 September. This is the Mole Valley equivalent of the order that took effect across Epsom and Ewell on 14 September, which we covered in new double yellow lines in 26 Epsom and Ewell roads.

What it means for you

• Plan on Hook Road being shut until Christmas Eve. The register’s 24 December is the only booked end date. Use the multi-storey via Hook Road as normal.
• Allow extra time on East Street until Thursday 8 October, and on the Ewell By-pass and Kingston Road in Ewell on Wednesday 7 and Thursday 8 October.
• Heading for the A3 late at night this week, check the junction before you go. The Painshill southbound slips are shut on Monday and Tuesday night, and a different Wisley link is shut each night from Monday to Thursday, from 22:00.
• If you live around Meadway or West Hill Avenue, expect daytime closures from 12 October, and on West Hill Avenue from 19 October if the proposed order is made.
• West Street and six roads around Rosebank and Whitehorse Drive are 20mph.
• If you drive to Leatherhead or Fetcham, avoid Guildford Road at Waterway Road, and Headley Road until 20 October.
• Going to Guildford by train on 10, 11 or 18 October, change to the bus at Effingham Junction. On Sunday 15 November there are no SWR trains from Epsom to London; buses run to Clapham Junction via Wimbledon.
• If you park on any of 17 Ashtead and Leatherhead roads, check the Mole Valley plans before 15 October.

The roads that matter here

Epsom and Ewell has no motorway and no trunk dual carriageway inside it, so every long journey funnels onto four A-roads.

• A24. The spine. It comes in from Ewell as the Ewell By-Pass and London Road, runs through the town centre as East Street, High Street, South Street and Ashley Road, and leaves as Dorking Road and Epsom Road. Anything that blocks the A24 in the centre pushes traffic onto residential streets, which is exactly what the gas works have been doing since July.
• A240. Kingston Road north towards Tolworth, Reigate Road south-east towards Banstead, joining the by-pass at Ewell.
• A232. Cheam Road east through Ewell towards Sutton and Croydon.
• A2022. Upper High Street, College Road and Alexandra Road, the short link east from the town centre towards Banstead.

The practical consequence for residents is that Epsom has no alternative north-south route. When the A24 is on temporary signals, the diversion is other people’s streets, and there is no bypass to take the strain.

Where to park

The council runs eleven car parks across Epsom and Ewell. There is no park and ride site in the borough, so the town centre multi-storeys do that job.

Three things worth knowing before you drive in.

The all-day £8 rate only applies at three car parks. The council names Hook Road, Depot Road and Upper High Street. At the Ashley Centre, the Town Hall and Hope Lodge the tariff for a full day is deliberately much higher, because those are not meant for commuters. An hour costs £2 at Upper High Street and Depot Road, and £2.50 at the Ashley Centre.

Hook Road has been permit or RingGo only since 1 April 2025. The barriers, parker cards and tokens stopped working on that date, and the council describes the arrangement as an interim measure until the long-term future of the site is decided. Season permit holders get a paper permit to display. The council names Depot Road and Upper High Street as the alternatives. The multi-storey has stayed open throughout the gas works, reached via Hook Road under the traffic management.

Evening and overnight rates are cheap. Epsom car parks cap at £5 from 5.30pm to 12.30am and £10 overnight to 9am. At the Ashley Centre those caps only apply if you entered after 5.30pm. In Ewell it is £1 at Bourne Hall after 6.30pm, and £2.50 evening at Dorset House and Ewell High Street.

The Hook Road site also has a longer-term question hanging over it. The submitted Local Plan allocates Hook Road Car Park for 145 homes, the largest town-centre housing allocation in the plan. Nothing has been decided while the plan is at examination. That, and the rest of the plan, is on Epsom planning.

Parking at the stations

Almost none, in the places you would expect it. The APCOA car park at Epsom station has 17 spaces, two of them for motorbikes and two for Blue Badge holders, and a quarterly ticket costs £316.60. Epsom Downs station also has 17, and it stopped being free on 30 March 2026: it is now £5.50 for a weekday, £3.00 at weekends and £23.65 for a week, with a 15p fee on each tariff. Blue Badge holders park free at both.
